To be exempt, car owners must obtain a certificate by filing a request with the agency.<\/span><\/p>\n<h2 dir=\"ltr\"><b>Why Driving Winter Tires In Hot Weather Is Bad<\/b><\/h2>\n<p dir=\"ltr\"><span style=\"font-weight: 400;\">Many car owners think they can use winter tires all year because of their unique material.
